Overview:

The Enterprise Change Management Program Lead is responsible for designing, implementing, and managing risk-related programs and frameworks in support of the Bank's Enterprise Change Management (ECM) program, including the New, Modified, or Expanded Products and Services program, to ensure organizational changes are governed, coordinated, and executed with appropriate risk oversight. These programs are critical in ensuring the bank's effective risk identification, mitigation, and compliance. This role requires a deep understanding of operational risk management, enterprise change management principles, and risk assessment to protect the bank's financial stability while supporting business growth.

The Enterprise Change Management Program Lead makes significant decisions requiring discretion and independent judgment in managing these risk programs, focusing on strategic decision-making and supporting the bank's operational objectives, rather than overseeing employees or managing daily business operations.

Principal Duties & Responsibilities:

  • Develop and enhance risk management policies, standards, procedures, and frameworks to support enterprise-wide risk oversight of the Bank’s Enterprise Change Management (ECM) process, including New, Modified, or Expanded Products and Services (“new activities”), ensuring alignment with evolving business strategies and objectives.
  • Lead the Bank's ECM and New Activities programs, including intake, governance, and risk assessment of enterprise-wide organizational changes, ensuring changes are coordinated, appropriately reviewed, and aligned with the Bank's risk appetite.
  • Lead the development and execution of operational risk assessments in collaboration with risk SMEs (e.g., financial, credit, market, liquidity, and compliance), First Line of Defense Risk Management (1LOD Risk) and/or the Project Management team ensuring that potential risks are identified, assessed, and addressed proactively.
  • Develop and maintain process flows and supporting documentation for any new activities or proposed changes to existing products, services, or processes to ensure consistent execution, transparency, and effective risk oversight.
  • Collaborate with IT to integrate automation and advanced technology solutions that enhance risk assessment, reporting, and management processes across new business initiatives and operational and organizational change activities.
  • Facilitate escalation and routing of high-risk or high-impact changes to the appropriate governance forums for deeper assessment, review, and approval, and establish a working group to determine the appropriate forum for each change based on risk level and impact.
  • Continuously evaluate process optimization and automation opportunities, including Agentic AI where appropriate, to improve efficiency and effectiveness across operational risk and enterprise change management programs.
  • Serve as a Subject Matter Expert (SME) in enterprise change management and operational risk management, providing guidance, insights, and strategic recommendations to senior leadership and cross-functional teams on risk mitigation and compliance strategies.
  • Oversee the support of internal and external audits by providing necessary documentation and reports for Enterprise Change Management (ECM) and New, Modified, or Expanded Products and Services programs, ensuring transparency and compliance.
  • Lead training programs to improve risk awareness, particularly ECM and New Activities processes and requirements.
  • Communicate risk strategies, program status, and recommendations to executive leadership and board committees.
  • Develop and manage risk dashboards and metrics real-time risk visualization and monitoring of ECM and New Activities risks and program performance.
  • Lead efforts to stay informed on industry trends, regulatory expectations, external events that may signal emerging risks; benchmark risk and change management practices; and identify improvements in collaboration with lines of business and 1LOD Risk.

Qualifications:
  • 8-10 years of experience in operational risk management, financial risk consulting, or a related field within a large bank or financial institution.

  • Experience working with risk technology platforms and analytics tools (e.g., Archer, ServiceNow, Power BI).

  • Strong knowledge of banking regulations, risk assessment methodologies, and financial risk products.

  • Strong analytical and problem-solving abilities to assess complex risk exposures and develop effective mitigation strategies.

  • Deep understanding of regulatory frameworks and risk compliance requirements, with the ability to ensure alignment with evolving standards.

  • Proven leadership, interpersonal, and communication skills, with the ability to influence and collaborate effectively with senior management, stakeholders, and regulatory bodies.

  • Project management experience in implementing risk frameworks and technologies, ensuring seamless integration and execution.


Education:
  • Bachelor's Degree in Finance, Risk Management, Economics, Business Administration, or a related field required.
  • Masters Degree in Finance, Risk Management, Economics, Business Administration, or a related field preferred.
  • Professional Certifications (preferred but not required): FRM (Financial Risk Manager), CFA (Chartered Financial Analyst), other relevant certifications in risk management or finance.
