The Consumer Compliance Director is responsible for overseeing and managing the bank's regulatory compliance framework to ensure adherence to all federal and state banking laws. This role requires a strategic leader with deep expertise in financial regulations, risk management, and operational compliance. This institution operates under heightened regulatory scrutiny, necessitating robust compliance oversight.
Under the general direction of the Chief Enterprise Risk and Legal Officer, the incumbent will be responsible for supporting all aspects of the Consumer Compliance program and supervising subordinates to ensure the completion of all daily activities required to maintain all department functions up to date, compliant with all scheduled internal and regulatory timeframes and in line with current and emerging business needs and ERM goals. These include, but are not limited to implementing, coordinating and administering the bank's overall (non BSA/AML/OFAC) Compliance Management System which includes the Compliance Risk Management program by ensuring that the policies, procedures and compliance review schedules remain relevant and comply with all applicable laws and regulations. In addition, the incumbent will be responsible for the ongoing oversight, strategic direction and Complianceculture of the bank and the overall timely compliance with accurate and timely reporting to the Board, any related management and Board committees, auditors and examiners. In addition the incumbent will be responsible for performing all other assignment and responsibilities assigned by the Chief Enterprise Risk and Legal Officer.
Principal Duties & Responsibilities:
- Provides leadership in the recruitment and selection process by participating in interviews, offering strategic feedback, recruiting within budget, identifying cost-saving opportunities, and ensuring departmental alignment for onboarding.
- Delivers timely and consistent feedback to staff, including regular check-ins, performance evaluations, coaching, and when necessary, disciplinary actions.
- Leads the development of high-potential employees by identifying growth opportunities, facilitating access to training, and promoting inclusion and engagement in coordination with the Talent, Development & Culture Department.
- Assigns goals and holds employees accountable for results; promotes cross-training, innovation, and continuous process improvement.
- Fosters employee motivation, recognition, and engagement while modeling a culture of integrity, commitment, and alignment with the Bank’s values.
- Oversees compliance with FLSA standards related to overtime and ensures timely management of payroll matters.
- Ensures regulatory accountability by monitoring the responsibilities of direct reports and holding them to applicable standards.
- Develops, implements, and leads the Bank’s Consumer Compliance Program in accordance with FDIC, OCC, Federal Reserve, and CFPB regulations.
- Creates, maintains, and administers a comprehensive Compliance Management System (CMS), including the establishment of departmental goals, procedures, and accountability frameworks.
- Leads the Bank’s change management process by proactively identifying and interpreting new or pending laws, regulations, and guidance; conducts risk analyses and coordinates with stakeholders to ensure timely implementation.
- Ensures Bank policies and procedures impacted by regulatory changes, audits, and examinations are updated in a timely and accurate manner.
- Participates in due diligence for new products, services, and lines of business; advises executive management on applicable regulatory exposure and mitigation strategies.
- Oversees internal compliance reviews and ensures corrective action plans are implemented for any identified deficiencies.
- Ensures accurate preparation and submission of regulatory reports in alignment with Consumer Compliance standards.
- Directs the Bank’s response to regulatory examination requests related to consumer compliance, ensuring timeliness and accuracy of all submissions.
- Supervises the Compliance Risk Officers, Fair Lending Risk Analyst, and Compliance Monitoring Manager.
- Reports to the Chief Enterprise Risk and Legal Officer and provides ongoing updates and reports to the Board of Directors and relevant Board committees.
- Presents on compliance matters to the Board and committees, including emerging regulations, policy changes, examination results, and strategic initiatives, to inform decision-making and ensure regulatory awareness.
- Provides oversight and guidance to staff on regulatory and operational risk inquiries, ensuring thorough and timely responses.
- Oversees the Bank’s Complaint Management Program as part of the CMS and delivers regular reporting to senior management and Board committees.
- Partners with the Talent, Development & Culture Department to establish and oversee the Bank’s Consumer Compliance training programs and coordinates with the Training Department as needed.
- Continuously evaluates the use of technology to improve compliance operations, reporting, and program effectiveness.
- Supports the Chief Enterprise Risk and Legal Officer with special projects and strategic initiatives, as assigned.
- More than 10 years of progressive experience in regulatory compliance within the banking or financial services industry required.
- Strong knowledge of federal banking laws and regulations, including those issued by the CFPB, FDIC, OCC, and Federal Reserve.
- Experience working with large-scale commercial banking products, corporate lending, and institutional risk management.
- In-depth knowledge of principles, practices, and interrelationships across banking functions, with particular expertise in consumer compliance regulations.
- Proven ability to engage with regulatory agencies and effectively manage regulatory examinations and compliance audits.
- Certified Regulatory Compliance Manager (CRCM) or equivalent certification preferred.
- Advanced ability to interpret complex regulatory information and apply it within a financial institution’s compliance framework.
- Strong understanding of bank products and services offered to consumers, businesses, and communities.
- Demonstrated leadership experience managing high-performing teams and driving accountability across multiple direct reports.
- Ability to lead organizational change, influence senior leadership, and establish compliance priorities aligned with enterprise risk strategy.
- Excellent written and verbal communication skills, including the ability to present complex topics to executive leadership and the Board.
- Strong analytical and critical thinking skills with high attention to detail and accuracy.
- Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
- Experience building consensus, driving alignment, and resolving complex issues across all levels of an organization.
- Ability to identify root causes of compliance issues and develop effective, risk-based solutions.
- Strong organizational and time management skills, with the ability to manage multiple projects and priorities within established deadlines.
- Bachelor's Degree Bachelor’s degree in Business, Finance, Accounting, Legal Studies, or a related field is required.
- Master's Degree Advanced degree (MBA, JD, or related field) is strongly preferred.
